Given the cost of doing research in terms of reagents, personnel salaries, equipment costs, specimens, contracted analysis, etc., the cost of professional editing is extraordinarily minor relative to the enormous benefits gained in terms of getting work better reviewed, more easily published, and properly received. The cost of editing a paper is typically less than a single day’s postdoctoral fellow wages (in North America).

Editing and translation services are “publication costs”. As such, they can be charged to research grants and departmental accounts (directly or for reimbursement).
